Development of the concept for DOMINIG

Large scale demonstration project of the Ministry for Research an Technology (BMFT)

If I remember it correctly, the BMFT asked Berthold Schneider (then chairman of the expert committee EDP in medicine), Werner Schuster and myself (then vice-chairman) as early as 1972 to formulate a large scale project for the EDP support to integrate the three medical domains: public health, hospital care, and ambulatory care by resident physicians. We developed the concept for EDP use to solve inter-organisational management and organisation tasks via integration of normed information exchange. (DV-Einsatz zur Lösung überbetrieblicher Organsations- und Managementaufgaben durch Integration des Normierten Informationsflusses zwischen verschiedenen Einrichtungen des Gesundheitswesens (DOMINIG))

Three sub-projects were tendered:

  1. DOMINIG-I for the public health sector. The state Berlin won the tender.
  2. DOMINIG-II for the hospitals. A consortium of the Hessian data processing center (Hessischen Zentrale für Datenverarbeitung (HZD))and the data processing center of the churches (Kirchlichen Gemeinschaftsstelle für Datenverarbeitung (KiGSt)) won the tender.
  3. DOMINIG-III for the resident doctors' care. The Central Research Institute of Ambulatory Health Care in Germany (Zentralinistitut für die kassenärztliche Versorgung der BRD (ZI)) won the tender (with the for the ZI, see ).
